In keeping with the responsibility of public libraries to provide library service to all persons living within their taxing areas, the Outreach section shall provide library service to meet the information and leisure reading needs of the residents of Hennepin County correction and treatment facilities served by Hennepin County Library.

This program of service will be consistent with the overall goals of the facility, adapted to the needs and aptitudes of the residents, and modified as the program of the institution changes. Service contracts between the Library and the facility stipulate lines of com-munication, areas of responsibility, and services provided.
