MELSA SERVICE POLICY
MELSA is a cooperative of major public libraries in the metropolitan Twin City area. MELSA (Metropolitan Library Service Agency).
MELSA MEMBERS:
A patron of any member library may borrow the materials and use the information services of any library in the cooperative.
Patrons must have a card from their own resident library to borrow materials at MELSA libraries.
Applications are available at HCL library agencies for patrons living within the MELSA service area. A new MELSA application will be completed and the two-item limit will apply.
The patron must adhere to the rules of the lending library.
MELSA patrons may return materials to any member library. However, it is preferred that patron return materials to the library from which they were borrowed.
No damage charges are assessed or fines collected by the agency receiving MELSA returned material.
MELSA library cards may not be kept or destroyed by HCL libraries.
Patrons may renew a library card at any MELSA library by completing a new MELSA application.
Applications for HCL group or organization cards are not available at other MELSA libraries.
