Patrons may renew material as long as outstanding charges on their records are $49.99 or less. HCL staff may not stop a minor's record at the request of a parent or guardian. Patron borrowing privileges are to be restricted at checkout only according to the following delinquency thresholds:
Remind the patron of the charges on the record and that we would appreciate payment now or in the near future.
The patron may check out 2 items with 20% payment of delinquencies. If the payment brings the total amount owed to under $10.00, the patron may check out up to the 100 item limit.
The patron is denied both borrowing privileges and a new HCL card, in-house or via a MELSA application.
The patron must reduce his/her outstanding charges to less than $50 (minimum payment is 20% of total bill) before the 2 item limit is restored and/or a new library card can be issued. If payment brings the total amount owed to under $10.00, the patron may check out up to the 100 item limit.
