I would recommend this for older teens or adults. There is more of a focus on interpersonal relationships and complex moral choices than many teen fantasy books. It is a well written, complex and exciting tale set in a magical land where some people have mental powers over others. How that power is used can cause great suffering or be beneficial but it is not always easy to tell what the outcome will be.
