The Hennepin County Library Board met on Wednesday, September 27, 2000, at the Oxboro Community Library.

President Walsh called the meeting to order and welcomed staff and guests.

Public Comment: Angela Parker, resident of St. Louis Park, and supporter of Hennepin County Libraries, addressed her concern about Internet access, specifically to minors, and especially for her children. She had prepared a letter, expressing her Internet-access concerns regarding her daughter's e-mail account that she accessed from the Library. The Library Board will read Ms. Parker's letter, and send her a written response.

Oxboro Community Library: Marilyn Lustig reported that the Oxboro Library has a long tradition of collaborating with English as second language projects, and has built on that tradition to expand ESL projects. She also answered a question on how the library got the name of Oxboro; and reviewed the community's diverse demographics.

APPROVAL A motion to approve the minutes of the August 2, 2000, meeting was made by M. Jackson; seconded by J. Cole; motion passed.

Ways & Means Committee: Bob Zaragoza was unable to attend the meeting; C. Walsh reported on the Sept. 13 meeting -- budget update, Capital Budget Task Force update, Library Board travel status, Library Board breakfast, new fines threshold.
Policy Committee: Patricia Izek reported on Sept. 13 meeting to begin reviewing policies for consideration at the October 25 Library Board meeting.

PROGRAM Presentation on the e-Library resources and services by Sharon Charles and Marilyn Turner.

Construction Project Updates: Charles Brown reported on Augsburg Park Library, Eden Prairie Library, Maple Grove Library, and Wayzata Library.

2001 Budget Update: Included in mailing to Library Board was budget presentation remarks made by Sandy Vargas and budget presentation remarks by Charles Brown; collection budget remains a concern in budget discussions. Input/suggestions from Library Board members on items to include for future budget discussions and for the County Board breakfast on October 17.

County Board Breakfast: Carol Walsh tied in breakfast to the 2001 budget discussion.

Long Lake Library Move: Charles Brown reported on the smooth move of the library and the new location.

Richmond, B.C. Site Visit: Janet Leick reported on staff visit to Richmond, British Columbia, and philosophy developed in that library/community as it relates to HCL.

September and October will be combined for the next Board meeting.

C. Walsh: Attended the Foundation art reception Friday evening; plans to attend MLA on Friday for trustee programs; and plans to attend the ULC symposium in December.
J. Cole: Foundation received a grant from General Mills for a reading program; question raised on the MN Civil Liberties Union letter sent to all state library systems--HCL is required to work through the Hennepin County Attorney's Office.

Grants: Nothing to report in addition to the Foundation General Mills grant.

Gift Acceptance: Motion to accept the gifts was made by M. Jackson; seconded by J. Gibbs; motion passed.
